This includes managing and coordinating all essential operational processes, especially regarding the following areas: The conceptual basis for the exhibition Construction and infrastructure measures Community involvement Securing funding Sustainable mobility and usage concepts Who is in charge of BUGA Dresden 2033 gGmbH? A team consisting of ten employees is working together in order to implement all the tasks associated with the event, under the leadership of Managing Director Marcel Timmroth. The organization is also headed up by the shareholder meeting and the supervisory board, which is chaired by Dresden’s Mayor Dirk Hilbert. How has the planning for BUGA been progressing? Based on the comprehensive feasibility study, which was completed in 2023 and approved by the city council, the conceptual basis has now been updated in order to reflect the challenges currently being faced and it will serve as the foundation for the next planning steps. If the city council goes ahead and approves this updated plan, then the city administration and BUGA Dresden 2033 gGmbH will likely launch a competition for garden and landscape architects in 2026. Thus, the BUGA is not just an exhibition that will be in bloom over the course of several months. It will also create sustainable, profound and visible changes to the cityscape. Large urban areas, for instance, are going to be reimagined or developed for the very first time. Social spaces are going to be better connected and ecologically valuable areas will be newly created or, as the case may be, further developed. What will happen when BUGA 2033 is over? The end of the National Garden Show (BUGA) isn’t really the end – in fact, quite the opposite is the case: this is when what is most important to many people will actually begin. The areas, paths, parks and squares that were redesigned for BUGA will remain in the city and will be put into permanent use. What currently appears like it is unused or uninviting will in the future become vibrant spaces for everyone: for walking, relaxing, playing, cycling or for public art and cultural experiences amidst nature. Many of these newly created places will become an integral part of everyday life – for instance, as a park around the corner, as a new town square or as a green connection between different parts of the city. The 2033 National Garden Show is a key future project for Dresden. Two green life veins will be pulsating throughout the city on account of this major event, thus creating new momentum. In several key areas, new green spaces and public open spaces are going to be created. Urban areas, which were previously separated from each other, are going to be linked up and reunited as a shared living space. Existing landscapes are also going to be carefully developed and their quality enhanced in a sustainable manner – generating clear added value for the region. Momentum BUGA Dresden 2033 Life Vein 1 From South Park via the TU Dresden campus to the city center Southpark With BUGA 2033, “Dresden’s New Vision” will begin in South Park. This green artery is going to stretch all the way from the Dresden University of Technology campus to the city center. The districts of Altstadt (Historic District), Plauen and Zschertnitz, formerly separated by major roads, will end up growing together. New green spaces, inviting recreational areas as well as a dense network of bike and pedestrian paths, will create short distances and thus promote climate-friendly mobility. This will result in a cohesive space for recreation, education, and exercise – a place where nature, science and urban life will intertwine. The new pedestrian and bike bridge spanning Bergstraße will connect South Park to Fichtepark, the Bismarck Column and Räcknitz Park. TU Dresden The campus of the Dresden University of Technology (TU Dresden) will be connected to South Park via a new set of streets, enhanced by green steppingstones and the restoration of historic garden gems such as the sunken garden at the Barkhausen building. At the same time, mobility is going to be reimagined. New axes will strengthen the sustainable connection to the Südhöhe area and Mommsenstraße as well as Mommsenplatz will be traffic calmed. Along the “Academic Mile,” science pavilions, learning islands and citizen science gardens will bring science out into the public sphere. City Center The heart of Dresden is its city center. In the context of BUGA 2033, it will also become its green center. Here, history and the present will encounter each other, creating an urban space that both inspires and connects. In the area around Prager Straße, for instance, unsealed surfaces and new trees will create cooling oases. The historically listed tourist garden between Prager Straße and Reitbahnstraße will become a green oasis and the area around the Kristallpalast will be redesigned. The Promenadenring will form a vibrant band around the Historic District: starting from the Town Hall Square, along the connecting paths on Seestraße and then all the way to the redesigned Kreuzstraße. The train station area and Wiener Platz will also be transformed into inviting public spaces. But the city center will not only become greener but also more diverse. Temporary stages and installations for BUGA 2033 will transform squares into “cultural gardens” that will invite visitors to spend time lingering around and being active. Educational programs for children, families, and tourists as well as the integration of migrant and subcultural perspectives will end up transforming the city center into an open forum meant for everyone. Life Vein 2 From Prohlis via the Racecourse all the way to Gravel Pit Leuben Prohlis Prohlis is going to be transformed into a vibrant, sustainable and climate-resilient urban district where nature, community and culture, local residents as well as visitors, will be able to come together harmoniously. At the heart of this transformation are efforts aimed at ecological enhancement. To improve the urban climate and to create habitats for both plants and animals, a section of the Geberbach stream will be highlighted. Residential courtyards will be transformed into cooling oases and meeting places for residents through greening and rainwater harvesting. Play areas and open spaces, such as the playground on Gamigstraße, will be reimagined with the involvement of local residents, creating safe and attractive spaces for children and families. Educational gardens and learning spaces in public green areas will make knowledge tangible. The historical circular ditch systems will effectively bring the region’s settlement history back to life. To ensure that the National Garden Show (BUGA) can be financed, a distinction has been made between the investment budget and the operating budget. The investment budget covers the costs for permanent construction measures undertaken in connection with hosting BUGA. The revenues and expenditures arising in connection with the preparation, carrying out and winding up of BUGA are included in the operating budget of BUGA Dresden 2033 gGmbH. Public investments, especially those funded by grants, will bring about a boost in urban development within the framework of BUGA because the measures will not be implemented in a piecemeal way or sequentially but rather in an integrated and focused manner. The National Garden Show (BUGA) takes place every two years in a different city and places its main focus on people. It combines future-oriented urban development, new green spaces and innovative ideas in order to create a high standard of living and to generate sustainable added value for society, the economy and the environment. At the same time, it strengthens societal cohesion by better connecting disadvantaged urban areas and also by integrating them into the overall fabric of the city. In Dresden, as part of BUGA 2033 (the National Garden Show), areas throughout the city will be reimagined and developed over the course of almost ten years. This, in turn, will create long-term benefits for both the city and its residents. The development process will culminate in a nationally and internationally significant major event in 2033, which will take place from spring to autumn. ### Where exactly will BUGA take place in Dresden? The conceptual plan for BUGA is based on extensive site analyses and strategic decisions. A feasibilitystudy for Dresden was conducted in 2023 and it was approved by a city council resolution in December2023.BUGA Dresden 2033 will take place at several locations throughout the city. The following areas areespecially planned as being central core areas (approximately 100 hectares): South Park (including the Bismarck Column/Räcknitz Park) the Seidnitz Racecourse Gravel Pit Leuben and debris hill ### What are the urban development areas? Dresden Botanical Garden Hellerau Garden City Pillnitz Proschhübel Ostragehege Debris Hill These locations will carry the spirit and presence of BUGA into the city and will clearly demonstrate to the public how nature and urban life can merge throughout Dresden. Even though no investment can be made at these specific sites, they still represent distinct highlights within the city and will contribute their own themes – from historical gardens to urban wilderness – thus making the overall BUGA experience more vibrant and diverse. ### When will BUGA Dresden 2033 take place? BUGA Dresden 2033 will take place from April to October 2033 and will offer visitors the chance to discover its diverse set of exhibitions, events and areas over the course of many months. ### Who is in charge of BUGA Dresden 2033 gGmbH? A team consisting of ten employees is working together in order to implement all the tasks associated with the event, under the leadership of Managing Director Marcel Timmroth. The organization is also headed up by the shareholder meeting and the supervisory board, which is chaired by Dresden’s Mayor Dirk Hilbert. ### Has there ever been a BUGA in Saxony? No, there hasn’t been a BUGA here before. Saxony is one of the few federal states in which since 1951- when the National Garden Show first began taking place- there has not yet been a BUGA or an International Garden Exhibition (IGA). ### How has the planning for BUGA been progressing? Based on the comprehensive feasibility study, which was completed in 2023 and approved by the city council, the conceptual basis has now been updated in order to reflect the challenges currently being faced and it will serve as the foundation for the next planning steps. If the city council goes ahead and approves this updated plan, then the city administration and BUGA Dresden 2033 gGmbH will likely launch a competition for garden and landscape architects in 2026. This, in turn, will generate concrete ideas and designs for how the core BUGA areas will look like and be used in the future. When the competition is over and it has been determined which garden and landscape architects will be participating, then the actual construction planning for the permanent BUGA facilities will start. The initial construction work will begin in 2029. Preliminary measures, especially regarding the creation of theswimming area at Gravel Pit Leuben, are to be carried out in advance. The permanent facilities will establish the infrastructure and main access routes. Following this stage, the construction work for the exhibition areas will be put out to tender with construction scheduled to begin at the end of 2030. This will ensure that the entire project will be completed by March 2033. The time required for post-construction maintenance work as well as the time needed for planting in order to create the desired impression upon visitors must also be taken into account. ### Which other regions will be part of BUGA 2033? BUGA external sites will extend the exhibition beyond the core Dresden area and integrate the surrounding regions into the overall BUGA experience. They will showcase the diversity of the entire region and, furthermore, will create attractive visitor routes leading to special landscapes, gardens and projects. Thanks to an extensive amount of financial support spread out over a period of nearly ten years, innovativeurban development projects with long-term benefits extending far beyond 2033, the year of the event, aregoing to be created in Dresden. National Garden Shows, historically speaking, have always had positive economic, ecological, social and urban planning effects that last for years and even decades. Thus, the BUGA is not just an exhibition that will be in bloom over the course of several months. It will also create sustainable, profound and visiblechanges to the cityscape. Large urban areas, for instance, are going to be reimagined or developed for the very first time. Social spaces are going to be better connected and ecologically valuable areas will be newly created or, as thecase may be, further developed. ### What will happen when BUGA 2033 is over? The end of the National Garden Show (BUGA) isn’t really the end – in fact, quite the opposite is the case: this is when what is most important to many people will actually begin. The areas, paths, parks and squares that were redesigned for BUGA will remain in the city and will be put into permanent use. What currently appears like it is unused or uninviting will in the future become vibrant spaces for everyone: for walking, relaxing, playing, cycling or for public art and cultural experiences amidst nature. Many of these newly created places will become an integral part of everyday life – for instance, as a park around the corner, as a new town square or as a green connection between different parts of the city. Nature conservation, water protection and flood prevention measures will be maintained. This opens up a concrete prospective for a local, freely accessible recreational area for the southeastern part of Dresden. This will constitute an important component of the National Garden Show (BUGA), which will take place in Dresden in 2033. Swimming at Gravel Pit Leuben is expected to be possible well before the BUGA occurs. “The National Garden Show also will provide the crucial momentum for the long- cherished wish for a swimming area at Gravel Pit Leuben, making it finally a reality. We want to create a place here that combines recreation, exercise and experiencing nature – right in the immediate neighborhood,” explains Marcel Timmroth, Managing Director of BUGA Dresden 2033 gGmbH. The next phase will involve detailed planning and preparation for the process of issuing permits. Only landscape-integrated measures with minimal impact are being planned. These include a gently sloping beach area, the demarcation of the swimming zone with buoys, clear signage (“Swim at Your Own Risk”) as well as accessible entrances. The swimming area will also feature seating and bicycle parking. No permanent high structures or larger sealed surfaces are being planned. All measures will be adapted to take into consideration flood risks and implemented in close coordination with the relevant authorities. Gravel Pit Leuben is a key element of our planned life vein in southeast Dresden, which is also a part of the National Garden Show. The aim here is to develop a high-quality, local recreation area that will combine experiencing nature, environmental education and water sports. The development will be carried out in accordance with both legal and ecological regulations. Upon completion, the swimming area at Gravel Pit Leuben will be transferred to the responsibility of the Dresden municipal sports facilities department. This will ensure the ongoing professional management of the area and its integration into the existing sports and leisure infrastructure of Dresden. In a total of 20 workshops, they came up with a large number of ideas for the design of BUGA’s core areas. The results have now been presented publicly and handed over to the city administration as well as to BUGA Dresden 2033 gGmbH. The participation process was implemented by the Children and Youth Commissioner of the City of Dresden as a coordination and contact point for the entire participation process along with help from partners and financial support from BUGA Dresden 2033 gGmbH. The initial phase concluded with two evaluation events on March 19, 2026 at the Children, Youth and Family Center at the Dresden-Plauen train station and on March 25, 2026 at Café Luby located in the Leuben district of Dresden. Mayor Dirk Hilbert praised their commitment. “The ideas and perspectives of thechildren and young people have demonstrated in an impressive way how committed and creative young people can be in addressing the future of their city. BUGA 2033 offers us the opportunity to further develop Dresden together and this, naturally, includes taking the voices of the younger generation seriously and incorporating them into the overall planning.” Anke Lietzmann, the Children’s and Youth Commissioner for the City of Dresden, emphasized, “The 2033 National Garden Show (BUGA) is a great opportunity for Dresden and it should also be an opportunity for young people. That’s why it was important for us to involve both children and young people right from the very beginning. Over 800 young people from Dresden have contributed their own ideas, wishes and perspectives. This diversity of voices represents a great asset to the planning process. Their suggestions are now being incorporated into the competition brief for the planners and will help ensure that BUGA will be attractive, vibrant and future-oriented from the perspective of young people. Participation is not only an important component of good urban development but also a clear mandate for municipalities to involve young people in decisions that affect their lives.” Participants developed their proposals for the BUGA core areas using both analog and digital formats. The emphasis was placed on South Park and the Gravel Pit Leuben as well as the BUGA categories of open space design, social and cultural offerings as well as buildings and structures. The process, coordinated by the Children’s and Youth Commissioner, was supported by the Dresden Children’s and Youth Office and KulturLeben UG. A digital participation tool developed specifically for children and young people by the Dresden start-up Scenerii also helped bring regional innovation into the process. During the workshops, the students first explored the various sites and then developed their concepts based on their findings. While students from grammar and secondary schools visualized their ideas using digital models, children from primary and special needs schools creatively turned their ideas into physical models. The German Federal Horticultural Society also supports the active participation of both children and young people As Managing Director Dr. Achim Schloemer explained, “National Garden Shows demonstrate how important green spaces are for livable cities. When children and young people are involved in the design process, then they have the chance to experience how their commitment can have an impact.” The evaluation events will mark the beginning of a long-term participatory process.
